What is Wave
Wave is a mobile money service that has become the dominant digital wallet in Côte d'Ivoire since entering the market in 2020. Unlike several other mobile wallets tied to a telecom operator or postal service, Wave is an independent fintech, founded in the US in 2018 and built specifically to bring near-free digital payments to West Africa. In Côte d'Ivoire it operates as Wave Côte d'Ivoire S.A., an Ivorian company partnered with several licensed electronic-money-issuing banks (UBA, BOA, Coris Bank, Orabank), all supervised by the BCEAO (Banque Centrale des États de l'Afrique de l'Ouest — the central bank shared by Côte d'Ivoire, Senegal, and six other West African nations using the CFA franc).
Wave's entry into Côte d'Ivoire in 2020 disrupted the market: it undercut incumbent mobile-money operators with a flat 1% fee on transfers and free deposits and withdrawals, forcing competitors to cut their own rates. It has since become the country's leading mobile wallet by user base.
Fees
| Action | Fee |
|---|---|
| Cash In (deposit) | Free |
| Cash Out (withdrawal) at any Wave agent | Free |
| Send Money (transfer) | 1% of the transaction amount |
| Bill payment | Free |
| Merchant / QR payment | Free for the customer |
This flat, simple fee structure is notably different from many other mobile wallets in the region, which run tiered percentage schedules that vary by amount and channel. Wave's pitch has always been radical simplicity: one fee, on one action (sending), and nothing else.
Account limits
| Limit type | Amount |
|---|---|
| Unverified account — total load | 200,000 FCFA per 30-day period |
| Verified account — maximum balance at any time | 2,000,000 FCFA |
| Verified account — monthly cumulative recharge (cash-in) | 10,000,000 FCFA |
| Reported daily transaction ceiling | 1,000,000 FCFA |
| Reported daily receiving limit (verified personal account) | 3,000,000 FCFA |
| Reported daily receiving limit (verified merchant account) | 10,000,000 FCFA |
The balance and monthly recharge limits are stated directly in Wave CI's own Terms of Use and are set under BCEAO Instruction No. 008-05-2015, the regulation governing electronic money issuers across the West African Economic and Monetary Union (UEMOA). The daily transaction and receiving figures are independently reported and can vary somewhat by account type — always confirm your account's current limit in the app.
How a Wave account works
A Wave account is opened using the Wave USSD service or mobile app, with identity verification handled by a Wave agent who checks a national ID card or passport. Once active, the account supports:
- Dépôt / Retrait (Cash In / Cash Out) — depositing or withdrawing physical cash through any Wave agent, both free of charge.
- Transfert d'argent (Send Money) — sending balance to any other mobile number, in Côte d'Ivoire or, for select transfers, within the UEMOA zone, at a 1% fee.
- Paiement marchand / factures — paying a registered merchant, e-commerce checkout, or a biller (utility, tax, pension, salary) with no fee to the customer.
- International reception — receiving money transfers from outside the UEMOA zone, including remittances from diaspora communities.
For online gaming and betting platforms, deposits generally work as a Send Money transfer or a direct in-app payment option, depending on whether the specific platform has a formal payment integration with Wave — see our Wave for casino & betting platforms guide for how this plays out for specific brands active in Côte d'Ivoire.
Step-by-step: depositing to a gaming or lottery platform with Wave
- Confirm the deposit number or in-app payment option matches what the platform's own official app or support channel states.
- Open the Wave app and select Send Money (or the platform's in-app Wave payment option, where one exists).
- Enter the amount and confirm with your 4-digit PIN.
- Keep your transaction confirmation, particularly for any platform without an automated payment callback.
- Allow for a delay. Crediting time varies: platforms with a direct Wave integration typically credit within a minute; those relying on manual reconciliation can take longer.
Step-by-step: withdrawing back to Wave
Withdrawal timing depends on the specific platform: some integrate Wave directly and pay out in minutes, others queue withdrawals for review, especially for first-time or unusually large requests. As with any mobile-money-linked platform, expect to complete the platform's own identity verification (separate from your Wave account verification) before your first withdrawal is approved.
Safety notes
- Never share your Wave PIN with anyone, including someone claiming to represent a platform's support team — Wave's own customer service (1315 within Côte d'Ivoire, or WhatsApp +225 07 11 00 44 00 from abroad) will never ask for it.
- Wave's own Terms of Use allow it to suspend or reject a transaction on suspicion of fraud or irregularity — a legitimate security measure, not something to try to work around.
- Screenshot every deposit confirmation before contacting a platform's support about a delay.
- Fees and limits can change — Wave's disruptive 1%/free structure has held steady since 2020, but always confirm the current rate in the app before a large transfer.
- This guide is informational only and does not constitute legal advice. Gambling regulations are specific to Côte d'Ivoire — see our casino & betting guide for what's known about the legal status of specific platforms, and only use platforms restricted to players 18 years or older.
Using Wave on specific platforms
Everything above applies to Wave in general. In practice, Wave is also a payment method for Côte d'Ivoire's state lottery operator and several licensed private bookmakers.
